다니엘 스미스 캐나다 알버타 주 수상 “강원도와 수소·바이오 특별한 협력 필요”

22일 강원특별자치도 방문…1974년 결연 체결
알버타 주 수상 방문은 2004년 이후 20여년 만
강원일보와 인터뷰 갖고 첨단산업 교류 강조

강원특별자치도와 캐나다 알버타는 1974년 자매결연을 체결해 50년이 넘는 우정을 이어오고 있다.

50년 전 알버타는 강원도에 육우 1쌍을 보냈고, 이후 2,000여마리의 교접우를 생산·보급해 강원 축산업의 기반이 됐다.

지구 반대편이라는 물리적 거리, 50여년이라는 시간을 뛰어넘은 양국 지방정부의 우정은 에너지, 바이오·헬스케어 첨단산업과 과학기술, 체육 등 사회 전 영역으로 확대되고 있다.

22일 다니엘 스미스 캐나다 알버타 주 수상이 강원특별자치도를 찾는다. 알버타 주 수상의 강원 방문은 20여년 만이다. 강원일보는 다니엘 스미스 수상과의 인터뷰를 통해 양국의 향후 교류협력 방안을 들어봤다.

■강원특별자치도와 캐나다 알버타는 50년간 교류해 오고 있다. 지리적으로 먼 양국 지방정부는 역사적으로 서로에게 어떤 도움이 되고 있나

=“알버타는 강원과의 특별한 우정 덕분에 청소년 교류, 교육, 동계스포츠, 그리고 행정 등 다양한 분야의 협력을 추진할 수 있었다. 알버타와 강원은 지방정부 외교가 가진 저력을 입증해 왔으며, 지리적으로 멀리 떨어져 있어도 협력이 지속될 수 있다는 모범 사례가 되고 있다.”

■알버타는 수소 등 친환경에너지 분야를 선도하고 있다. 강원자치도 역시 수소산업을 육성하고 있다

=“알버타는 수소 생산과 청정에너지 혁신 분야의 글로벌 리더다. 캐나다 원유의 약 80%, 천연가스의 약 70%를 생산하며, 생산량 기준으로 캐나다 최대 규모를 자랑한다. 강원도의 수소 산업이 성장하고 있는 만큼, 공동 연구개발, 파일럿 프로젝트, 규제 정합성 연계 등 다양한 협력이 가능할 것이다. 에너지 분야 문제 해결에 있어 알버타와 한국 간의 협력에 큰 기대를 갖고 있다.”

■캐나다는 동계스포츠 최강국이며 강원자치도 역시 대한민국 유일의 동계올림픽 개최지이다. 스포츠 분야의 교류 협력방안은

=“강원도와 알버타주 모두 동계올림픽 개최 경험이 있다. 알버타의 캘거리시는 1988년 동계올림픽을 개최한 바 있으며, 2024년 강원도지사의 방문 시 캘거리의 올림픽 인프라를 자랑스럽게 소개했다. 사실 많은 한국 동계스포츠 선수들이 알버타에서 훈련하고 있으며, 알버타 선수들이 강원에서 개최된 경기에 참여한 바 있다. 선수 및 지도자 교류, 청소년 프로그램, 스포츠 과학 및 시설 사용, 동계 관광 활성화 등 스포츠 분야에도 많은 협력 기회가 있다.”

■바이오, 디지털 헬스케어는 강원자치도의 주력 산업이다. 알버타 역시 선진 바이오산업 기반을 갖춘 것으로 알고 있다. 한국 또는 강원도와의 협력이 양국 산업 발전에 어떤 영향을 끼칠 것으로 보고 있나

=“알버타는 완벽히 통합된 디지털 헬스케어 시스템을 갖추고 있으며, 바이오테크 산업도 꾸준히 성장하고 있다. 특히 알버타 인공지능연구소(Amii)는 인공지능(AI) 기반 보건의료 혁신의 선두에 있다. 최근 알버타 주정부는 ‘암 치료 인공지능 센터(Artificial Centre of Excellence in Cancer Care)’ 설립을 발표했으며, 이를 통해 의료 및 AI 전문가 간의 융합을 통한 혁신적인 치료 솔루션을 모색하고 있다. 강원도와 알버타 간에는 공동 연구, 학술 협력, 스타트업 교류 등을 통해 이 분야의 다양한 협력이 가능하다. 혁신과 보건 시스템 회복력에 대한 상호 관심은 협력 필요성을 더욱 부각시키고 있다.”

■캐나다와 알버타에 한국 시장이 차지하는 중요성은

=“알버타에게 한국은 네 번째로 큰 수출 시장이며, 인도-태평양 다각화 전략의 핵심 파트너이다. 공고한 무역 관계를 바탕으로, 알버타는 한국을 에너지 안보, 식량 안보, 크리에이티브 산업 분야의 신뢰할 수 있는 파트너로 보고 있다. 알버타는 1988년부터 한국에 주정부 사무소를 운영하고 있으며, 이는 강력한 경제·문화 파트너십을 맺고자 하는 지난 40여년간의 굳건한 의지를 보여주고 있다. 또한 웨스트젯의 알버타-한국 직항 노선 신설은 양 지역 간 사회적, 경제적 유대를 한층 강화할 것으로 기대한다. 한국은 앞으로도 알버타는 물론 캐나다 전체의 중요한 교역 파트너로 남을 것이다.”

■한국과 강원도를 방문한 경험이 있는지 궁금하다. 한국, 강원도에 대해 떠오르는 이미지와 인상이 어떤 지도 궁금하다

=“이번이 첫 한국 방문이며 강원도를 방문하게 되어 매우 영광스럽게 생각한다. 저는 한국의 문화, 국민, 그리고 발전에 깊은 존경심을 가지고 있다. 강원도는 알버타와 마찬가지로 장엄한 자연 경관으로 유명하다. 저는 강원도와 한국을 떠올릴 때, 산과 숲이 어우러진 절경이 넓은 바닷가로 이어지는 아름다운 풍경이 떠오른다. 이번 방문은 우리가 공유하는 가치와 향후 협력에 대한 의지를 재확인하는 뜻깊은 계기가 될 것이다.”

■Gangwon State and the Province of Alberta, Canada have maintained exchanges for the past 50 years. Despite the geographical distance, what historical or practical benefits have these sub-national governments provided to each other?

=“The special relationship between the Province of Alberta and the Gangwon state has enabled diverse cooperation in youth exchanges, education, winter sports, and governance. Together, we have demonstrated the strength of sub-national diplomacy in advancing global partnerships and our relationship serves as a model of sustained regional collaboration despite geographical distance.”

■Alberta is a leader in eco-friendly energy sectors such as hydrogen. Gangwon State is also nurturing its hydrogen industry. Are there any plans for cooperation in the energy sector?

=“Alberta is a global leader in hydrogen production and clean energy innovation. We produce nearly 80% of Canada’s crude oil and around 70% of its natural gas, and we are the country’s largest hydrogen producer by capacity. With Gangwon’s growing hydrogen sector there are many opportunities for collaboration—whether through joint research and development, pilot projects, regulatory alignment, or more – and I look forward to further cooperation between Alberta and Korea to advance our mutual energy priorities.”

■Canada is a global powerhouse in winter sports, and Gangwon State is the only region in Korea to have hosted the Winter Olympics. What are some potential areas for collaboration in the sports sector?

=“Gangwon and Alberta both share Olympic legacies as Calgary, Alberta previously hosted the 1988 Winter Olympics. During the Governor’s 2024 visit to Alberta, we proudly showcased Calgary’s Olympic infrastructure. In fact, many Korean winter athletes train in Alberta, while Alberta athletes have visited and competed in Gangwon. There are plenty of opportunities to collaborate in the sports sector through athlete and coaching exchanges, youth programs, cooperation in sports science and facility use, and winter tourism promotion.”

■Bio and digital healthcare are key industries in Gangwon State. Alberta is also known for its advanced bioindustry foundation, including integrated healthcare systems. How do you see the potential impact of cooperation between Korea or Gangwon State and Alberta on the development of both industries?

=“Alberta has a fully integrated digital health system and a growing biotechnology sector. Alberta’s Machine Intelligence Institute (Amii) is also at the forefront of Artificial Intelligence (AI) innovation in health and recently our government announced the establishment of the Artificial Centre of Excellence is Cancer Care which will bring together medical and AI specialists to help find innovative care solutions. There is strong potential for collaboration between Gangwon and Alberta in these industries through joint research, academic partnerships, and startup engagement. Our shared commitment to innovation and health system resilience further strengthens the case deeper cooperation.”

■How important is the Korean market to Canada and Alberta?

=“South Korea is Alberta’s fourth-largest export market, and they are central to Alberta’s Indo-Pacific diversification strategy. With our strong trade relationship, Alberta views Korea as a trusted partner in energy security, food security, and the creative industries. Alberta has maintained a government office in Korea since 1988—reflecting nearly four decades of commitment to building strong economic and cultural partnerships. I’m also excited about WestJet’s new direct flight between Alberta and Korea which will further enhance our social and commercial ties. South Korea will continue to be a crucial trade partner not only for Alberta, but for all of Canada.”

■Have you previously visited Korea or Gangwon State? What images or impressions come to mind when you think of Korea and Gangwon?

=“This will be my first time visiting Korea, and I am honoured to be able to visit Gangwon as I deeply respect Korea’s culture, people, and progress. Gangwon, like Alberta, is known for its breathtaking feats of nature. When I think of Gangwon and Korea I picture your stunning mountain and forest landscapes stretching out to your vast ocean coastline. This visit presents a meaningful opportunity to reaffirm our shared values and commitment to future cooperation”
